If the other party never submits their statement, no judgment is given. The case simply remains open, and the Court's register shows you whether they have at least read the summons. Crucially, nothing is ever charged for an unheard case — the fee is only asked for once both parties have been heard and the judgment is ready. There is nothing to refund because nothing was taken.
